Rows from Research Engine GET /governance/proposals. This UI records proposal decisions only; it does not imply an end-to-end adaptation, registry, validation, or promotion pipeline.
Capabilities request failed
fetch failed Proposal rows may still load from GET /governance/proposals (data below, if present, is from that list). Decision forms stay off because action availability could not be confirmed without a successful GET /capabilities response.
Data vs actions: if proposals appear below, they loaded from the proposals list endpoint. Whether this deployment should offer decision actions here could not be confirmed because capability flags did not load — so the list stays read-only and forms are hidden.
